O trabalho visa analisar os aspectos fiscais, distributivos e extrafiscais do Imposto Predial e Territorial Urbano – IPTU no Brasil. Constatou-se que o nível de arrecadação dos impostos sobre a propriedade no Brasil (1,21% do PIB em 2002) é mais baixo que na maioria dos países desenvolvidos (entre 1,5% e 4,5% do PIB) e os contribuintes mais pobres comprometem uma parcela maior da sua renda com o pagamento do imposto que os mais ricos. Após análise de 16 capitais brasileiras, verificou-se que a instituição de alíquotas progressivas melhorou a distribuição do imposto. Estimou-se que apenas 60% dos imóveis urbanos estão devidamente cadastrados pelos municípios, na maioria das vezes com informações desatualizadas e que as avaliações imobiliárias são regressivas e realizadas com baixo nível técnico. Na modelagem econométrica verificou-se que as variáveis: renda per capita municipal, alíquotas legais, cobertura cadastral, grau de urbanização, gasto per capita em habitação e urbanismo e localização do município, tem efeito positivo no nível de arrecadação do IPTU e, por outro lado, o nível de transferências correntes per capita, tem impacto negativo.


This paper intends to analyze the fiscal, distributive and extra-fiscal aspects of the Brazilian Real State Tax. This paper shows that the collection level of this tax in Brazil (1,21% of the GDP in 2002) is lower than in most of the developed countries (between 1,5% and 4,5% of theirs GDP) and that the poorest taxpayer loose a bigger portion of their income with this tax than the richest ones. The analysis of 16 Brazilians cities showed that the implementation of progressive taxes improved the distributive aspect of the tax. The existing official information about the real states is generally outdated and the system of evaluations is regressive and made with poor technique. The paper also estimated that only 60% of urban real states in Brazil are registered. The econometric model pointed out that the variables: municipal per capita yield, level of urbanization, per capita spend in habitation and urbanization and localization of the city have a positive effect in the collection level and, on the other hand, the level of per capita government transfer has negative impact.
