No Estado de São Paulo, particularmente em cidades médias, observam-se tendências industriais recentes relacionadas à introdução de processos inovadores de produção e cooperação em torno de Arranjos Produtivos Locais (APL), que se voltam para o fortalecimento da economia e o desenvolvimento local. Entretanto, a lógica de estruturação espacial desses empreendimentos não são orientados por políticas urbanas de uso e ocupação do solo que associem à qualidade urbano-ambiental às demandas de produção e consumo. Esse artigo, com base no caso do município de Limeira, que concentra o APL de jóias e bijuterias, discute as transformações ocorridas no uso e na ocupação do solo bem como os limites e desafios do processo de planejamento urbano municipal. Conclui-se que a distribuição dos empreendimentos nesta área urbana particularmente é crítica, e que nem sempre é possível redirecionar a lógica de localização industrial e muito menos minimizar seus efeitos negativos no território intra-urbano.
In the State of São Paulo, particularly on intermediate-sized cities, the recent industrial trends are related to the introduction of innovative processes of production and cooperation happening on the Local Productive Arrangements, (APL in Portuguese) fortifying the local economy and development. Nevertheless, the logic of land use and occupation organization of these developments are not guided by urban policies associating the urban-environmental quality to the demands or production and consumption. Based on the case of the municipality of Limeira, this article concentrates on the Jewels and Jewlleries APL, discusses the transformations that happened on the land use and occupation as well as the limits and challenges of the municipal urban planning process. It concludes that particularly the distribution of developments in this urban area is critical, and that not always it is possible to redirect the industrial location logic and its is not possible to minimize their negative effects on the intra-urban territory.
