Na cidade de São Paulo, as leis de uso e ocupação do solo urbano e a impossibilidade de cumprir as normas urbanísticas produzem espaços que, de certa forma, são ocupados equivocamente. É pauta na agenda da sociedade que a discussão sobre ordem e irregularidade gera danosas consequências sociais. Os níveis de irregularidades urbanísticas ultrapassam os caminhos da compreensão da aplicação da lei para adentrar nos meandros do viés burocrático.
Nesse sentido, pensar o urbanismo na contemporaneidade requer uma reflexão sobre velhas questões em novos contextos urbanos, pois a complexidade crescente e os desafios que a cidade contemporânea nos apresenta, trazem o seguinte dilema: Como resolver a questão entre o discurso legal e a práxis, entre a lógica e o caos.
O objetivo é demonstrar que há um longo e tenebroso caminho nas malhas da burocracia para os proprietários de imóveis que precisam mantê-los regulares nos órgãos públicos (que concedem licenças de funcionamento, alvarás etc.).
In Sao Paulo, the laws of use and occupation of urban land in the city and the inability to meet the standards producing urban spaces that, somehow, are busy equivocally. The levels of urban irregularities beyond the paths of understanding of law enforcement to penetrate the intricacies of bureaucratic side.
In this sense, the thinking in contemporary urbanism requires thinking about old issues in new urban contexts because of the increasing complexity and challenges facing the contemporary city presents us with a dilemma: how to resolve the issue between legal discourse and praxis, between logic and chaos.
The purpose is to demonstrate that there is a long way and dark path in the winding of red tape for homeowners who need to maintain the property in the regular government agencies (granting operating
licenses, permits, etc.).
