A Operação Urbana Água Branca é uma das operações urbanas ativas na cidade de São Paulo. Possui lei específica, porém não utiliza o Certificado de Potencial Adicional de Construção (Cepac) para pagamento de contrapartida mas, sim, dinheiro ou realização de obras pelo interessado. Este artigo apresenta os resultados da análise do mercado imobiliário na região, desde que os primeiros processos foram protocolados na Empresa Municipal de Urbanização (Emurb), atual São Paulo Urbanismo (SP Urbanismo), por volta do ano de 1995, até abril de 2012. No decorrer do estudo, foi analisado o mercado imobiliário na região, considerando as diversas vias, inseridas no perímetro da operação, que possuíam terrenos com potencial para incorporação na época de cada processo de participação na Operação Urbana Água Branca. Concluiu-se que, durante o período analisado, houve aquecimento do Mercado Imobiliário da região. Outro fato observado refere-se à valorização de algumas áreas, que foi fruto da implantação de melhoramentos públicos por parte do Poder Público.


The Urban Operation Água Branca is one of many urban operations currently in the city of São Paulo. The operation is ruled by specific legislation but it does not use the Potencial Building Certificates (CEPAC) in order to pay the counterpart, using instead money or the execution of building plans from people interested in it. This article presents the results of the analysis of the Real Estate Market in the area since the first processes were put under analysis in the Empresa Municipal de Urbanização (Emurb) from the period between 1995 and 2012. As the studies were taking place it showed that the Real Estate Market in the area, considering the various streets inside the perimeter of the operation, had incorporating potential at the time of the application in order to take part in this urban operation. The conclusion is that during this period there were a heating up in the Real Estate Market in the area. Another fact observed was that the heating up of the value of some areas were due to the implementation of urban structural transformations and social improvements by the Municipal Public Authority. On the other hand there were situations where the private initiative invested in an area first and only then the project was implemented with the Municipal Public Authority intervention.
