Os sistemas de informação (SI) e a tecnologia da informação (TI) podem oferecer alternativas para apoiar os gestores municipais, fornecendo informações com qualidade e oportunas. Entretanto, apenas as informações não são suficientes para facilitar ou resolverem por completo os problemas políticos e imobiliários dos municípios. Os gestores municipais também necessitam de conhecimentos personalizados e profícuos para suas atividades cotidianas, gerenciais e estratégicas. Nesse sentido, a partir do capital intelectual das pessoas das prefeituras, os sistemas de conhecimentos (SC) podem armazenar, gerar e compartilhar seus conhecimentos peculiares e oportunos. Esses sistemas (SI e SC) podem ser desenvolvidos e utilizados nos municípios como componentes dos seus modelos de gestão (ou new public management - NPM). Isso permite que os gestores municipais tratem das mudanças contempladas pela sociedade globalizada, das exigências da gestão participativa e da gestão do conhecimento no compartilhamento das melhores práticas das atividades municipais. No cotidiano da gestão municipal são necessárias decisões que envolvem muitos detalhes nas suas atividades com cidadãos, comunidades, organizações públicas e privadas, funcionários e demais atores envolvidos (stakeholders). O objetivo desse artigo é apresentar as teorias e as relações entre os SI, TI e SC, os preceitos da NPM, um modelo proposto de SC e seus respectivos produtos para aplicar em prefeituras. Também relaciona o SI, o SC, a gestão municipal e o mercado imobiliário das cidades. Sua relevância e seus resultados preliminares estão nos conhecimentos compartilhados pelos gestores municipais e potencialmente gerados pelo modelo proposto de SC que podem ser posteriormente armazenados numa “base de conhecimentos” para uso por todos nas prefeituras. Na conclusão são descritas as contribuições acadêmicas e organizacionais. Observa-se que o modelo proposto poderá contribuir na gestão municipal e conseqüentemente na realização dos seus objetivos, projetos, estratégias e ações públicas com maior qualidade, produtividade e efetividade, que favorecem o desenvolvimento do mercado imobiliário das cidades.


The Information System (IS) and the Information Technology (IT) can offer options to support the municipal managers, supplying information with quality and opportunity. However, only the information is not enough to facilitate or to solve completely the political problems and real state. The municipal managers also need personalized and useful knowledge for their everyday managerial and strategic activities. In this sense, from people's intellectual capital of the prefectures (town hall), the Knowledge System (KS) can store, generate and share their peculiar and opportune knowledge. These systems (IS and KS) can be developed and used in cities (or counties and municipal districts) as administration models components (or New Public Management – NPM). That allows the municipal managers to care for the changes contemplated by the global society, the demands of the participative administration and the knowledge management in the shared of the municipal activities best practices. In the everyday municipal administration is necessary to make decisions that involve lots of details in their activities related to citizens, communities, public and private organizations, employees and others involved actors (stakeholders). The objective of this paper is to introduce the theories and the relations among IS, IT and KS, the NPM's precepts, the KS's proposal model and their respective products to apply in prefectures. It also relates the IS, the KS, the municipal administration and the real state market of the cities. The paper relevance and its preliminary results are present in the shared knowledge by the municipal managers and the knowledge potentially generated by KS's proposed model. The knowledge can be stored afterwards in a “knowledge base” for use by everybody in the prefectures. In the conclusion are described the academic and company contributions. The KS's proposed model also can contribute in the municipal administration and consequently in the accomplishment of their goals, projects, strategies and public actions with wider quality, productivity and effectiveness, which favor the development of the real state.
