Este trabalho objetiva relatar a implementação do primeiro Programa de Habitação de Interesse Social na zona rural de municípios brasileiros, cujos recursos e implantação ocorreram através da Caixa Econômica Federal. Faz referência à Política Nacional da Habitação para o Brasil, abordando as principais alterações ocorridas na estrutura e políticas vigentes para o setor.. O trabalho aborda a busca de recursos por pequenos agricultores do Rio Grande do Sul visando a construções de habitações no meio rural. Até a realização desta intervenção, chamada de “PSH – Projeto Piloto”, o primeiro no país, havia recursos federais disponíveis apenas para financiar a produção rural. Após a mobilização de agricultores, recursos foram disponibilizados pelo Governo Federal para a realização do “Projeto Piloto” pelo PSH - Programa de Subsídios à Habitação de Interesse Social através da CAIXA. A implantação foi realizada em alguns municípios do norte Estado do Rio Grande do Sul, sendo marco inicial da disponibilização de crédito habitacional para investimentos no meio rural, que hoje se estende a todo país. Os dados contidos neste documento resultam de fontes documentais, de consultas diretas às entidades envolvidas no trabalho e de entrevistas com os agricultores beneficiados com o projeto.
This article approaches the implementation of the first Brazilian governmental Social Housing Program in the rural zone of municipalities in Southern Brazil, accomplished with federal resources by means of Caixa Econômica Federal. It discusses the recent National Housing Policy, with the main alterations occurred on the system structure. Following, reports the searching of resources by small farmers of Rio Grande do Sul, joint the official institutions aiming the housing construction in rural areas, since then, the credits were exclusively destined to buildings for agriculture and cattle raising in rural property. From the mobilization of the farmers, the resources were made available by the Federal Government to the achievement of this Pilot Project, in municipal districts of Northern area of the State of Rio Grande do Sul. It was the initial mark of housing credit offering for investments in rural area, which now extends to the whole country, with resources target for the investment in social housing both for the urban zone as rural zone of all municipalities. The information of this article result from empiric data collected in documental sources, in direct consultation to the involved entities in the project; in website researches and recorded interviews with small farmers benefited on this intervention.
