Os Eixos de Estruturação da Transformação Urbana são um dos pilares do Plano Diretor Estratégico do Município de São Paulo, aprovado pela Lei 16.050 de Julho de 2014. Os Eixos têm como objetivo otimizar uma região de alta densidade construtiva e demográfica. No entanto, na Macroáreas de Urbanização Consolidada, o mercado de incorporações produziu imóveis preferencialmente para os segmentos de Alto- Padrão e Muito-Alto-Padrão, que o vai na contramão da proposta legal que é impulsionar o uso de transporte e trazer segmentos sociais variados a áreas em que há corredores de ônibus, trens/metrô. Dessa contradição, acabam por emergir propostas para modificá-los, tendo como foco final a ampliação do Alto-padrão.
Este artigo é a continuação das análises e propostas realizadas pelos autores no evento Fórum SP23 sob o título “Alternativa de localização para a produção do alto-padrão que se apropriou da região dos Eixos de Estruturação”. Este artigo visa analisar, compreender e apresentar possíveis soluções e localizações alternativas para esses segmentos, a fim de manter os objetivos sociais e ambientais propostos no Plano Diretor para os Eixos e ZEU’S.
Alternative locations for the production of high-end and very high-end residential development in the Urban Transformation Structuring Axis Zones
The Urban Transformation Structuring Axes are one of the pillars of the Strategic Master Plan of the Municipality of São Paulo, approved by Law 16,050 of July 2014. The Axes aim to optimize a region of high construction and demographic density. However, in the Consolidated Urbanization Macro-area, the development market produced properties preferably for the High-end and Very-High-end segments, which goes against the grain of the legal proposal which is to boost the use of transport and bring varied social segments to areas where there are bus lanes, trains/metro. From this contradiction, proposals to modify them eventually emerge, with the ultimate focus on expanding the high standard.
This article is a continuation of the analyzes and proposals made by the authors at the SP23 Forum event under the title “Alternative location for high-end production that appropriated the region of the Structuring Axes”. This article aims to analyze, understand and present possible solutions and alternative locations for these segments, in order to maintain the social and environmental objectives proposed in the Master Plan for the Axes and ZEU’S.
