A Operação Urbana Consorciada Água Espraiada é regida por lei específica e divide-se nos seguintes setores: Setor Jabaquara, Setor Brooklin, Setor Berrini, Setor Marginal Pinheiros, Setor Chucri Zaidan e Setor Americanópolis. Este artigo apresenta os resultados da análise de proposta específica de Política Urbana para a implantação de projetos de Habitação de Interesse Social no Setor Jabaquara no período de 2009 até dezembro de 2012.

No decorrer do estudo, foram examinadas e avaliadas as informaçãoes cedidas pela empresa São Paulo Urbanismo (antiga Emurb), empresa Gestora das Operações Urbanas, que, com a colaboração da empresa São Paulo Obras (antiga Emurb) e da Secretaria da Habitação (Sehab), trabalham para atender às diretrizes da Lei 13.260/2001 da Operação Urbana Consorciada Água Espraiada.

Para isso, foram coletados dados referentes ao plano de obras proposto no perímetro da operação urbana aprovados pelo grupo de gestão da mesma e à metodologia de trabalho aplicada pela Sehab para informar e sistematizar ações que possam orientar a população afetada diretamente pela implantação dos melhoramentos propostos que será reassentada em áreas inseridas no perímetro da própria operação. Concluiu-se que no período de 2009 a 2012, em virtude das ações dos agentes envolvidos nesse processo, a meta foi parcialmente atingida pela municipalidade e que, diante de situações que não puderam ser previstas, está ocorrendo a readequação do plano inicial de reassentamento das famílias para tornar possível o início das obras.

Outro fato observado foi que a parceria das empresas envolvidas no processo de implantação das obras trouxe interessante discussão no sentido de compreender o real papel de cada agente, sua importância e habilidade técnica específica para atingir um objetivo comum. Questões como desapropriação e gestão dos projetos licitados, em compatibilidade com as áreas que já estão de posse da municipalidade e por isso podem ser utilizadas, foram abordadas de forma relevante.

The Urban Operation Água Espraiada is ruled by specific legislation and is divided in the following sectors: Brooklin Sector, Berrini Sector, Marginal Pinheiros Sector, Chucri Zaidan Sector and Americanópolis Sector. This article presents the results obtained from the analysis of the specific proposal of the Urban Policy to the implantion of the projetcs from Habilitação de Interesse Social (social housing) in Jabaquara Sector from August 2009 to December 2012.

All information collected from São Paulo Urbanismo (former EMURB), the company responsible for the Urban Operation together with São Paulo Obras (also former EMURB) and Secretaria da Habilitação (SEHAB) were deptly analysed and in accordance with the Law 13.260/2001 of Urban Operation Água Espraiada.

In order to do that, data was collected referring to the working plan proposed to be implemented in the perimeter of the urban operation which was approved by the responsible management team and also referring to the methodology which is applied by SEHAB to inform and to systematize all the actions which were taken so the people who are directly affected by them can be aware of what is happening and know the improvements according to the new resettlement that is going to be set within the perimeter of the same operation.

It can be observed that between 2009 and 2012, due to the actions taken by the responsible agents for these actions, the Municipal goal was partly reached and that was not so totally accomplished because of situations which could not be foreseen in the moment of setting the actions to be taken, so new orientation is now being followed in order to the resettlement of families happens and the work starts.

Another fact that can be noticed is that the partnership among the enterprises in the process of implantation brought up some interesting discussion concerning the real role of each agent in action, the importance and the technical hability they have into reaching a comum goal. Questions like expropriation and the licitation management that are compatible with the areas which already belong to the Municipal Government that will be consequently used are notable being discussed.
